			<content:encoded><![CDATA[<p>With flood water of Mahanadi river system slowly receding in the delta region, Orissa government on Monday accelerated relief<br />
work in the affected areas with focus on health care, sanitation and supply of safe drinking water.</p>
<p>As discharge of water from Hirakud Dam was drastically cut to about 1.07 lakh cusec following reduced inflow into the reservoir, water level in Mahanadi delta region started falling though vast areas still remain submerged, official sources said in Bhubaneswar.</p>
<p>Congress leader Jagdish Tytler expressed concern over the situation in the state and urged the government to extend proper relief work to the affected people.</p>
<p>&#8220;It is very sorrowful that large tracts of paddy fields have been damaged by the flood, hundreds of villages are cut off from other parts of Odisha, thousands of people staving, and many people lost their lives,&#8221; Tytler said in a statement.</p>
<p>The floods have affected 14 lakh people in 19 of the 30 districts of the state. 17 people died in the floods and 11 are missing.</p>
<p>The situation has improved in many areas of coastal Cuttack, Jagatsinghpur, Kendrapara, Puri, Khurda, Jajpur and Nayagarh districts as release of water into the sea was facilitated, officials said.</p>
<p>Steps have been initiated for immediate restoration of road communication to enable relief teams to reach the affected people,<br />
they said.</p>
<p>At the same time, air dropping of food and other essentials continued in most of the 1,100 marooned villages in worst-hit Jagatsinghpur, Kendrapara and Puri districts with the help of four helicopters.</p>
<p>The health department rushed medical teams to districts like Kendrapara and Puri with medicines, halogen tablets, ORS packets and<br />
anti-venom injections, a senior official said, adding efforts were on to prevent outbreak of water-borne diseases.<br />

from a debate on the horse-trading in the last Rajya Sabha polls. While the BJP members staged a dharna in the well of the House, the trouble started Speaker Pradip Kumar Amat asked the cooperation minister Prafulla Samal to proceed with the amendment Bill of his department after the Zero Hour. The opposition members raised slogans demanding the debate on BJD’s alleged involvement in horse-trading. “Our legislators were forced to sit on dharna in the well as government does not agree to discuss such a huge fraud perpetrated on the people of the state. We will not relent and take this issue to the people in every nook and corner of the state,” senior BJP leader Jayanarayan Mishra said.   Parliamentary affairs minister Raghunath Mohanty dismissed the Opposition’s charge saying the Speaker had acted in the best possible manner.   “The Speaker gave ample scope to<br />
legislators to put forth their grievances. The present government has got all respect for the constitution and law of the land. There is no iota of truth in the allegations leveled by the opposition Congress and BJP members,” said Mr. Mohanty. The Congress MLAs were up accusing the government of fearing discussion on important the horse-trading issue.  “The BJD, which boasts of transparency and honesty, brazenly displayed its money and muscle power in during 2010 RS polls. Although we have been demanding a debate on the issue on the floor of the Assembly, the Speaker did not allow it,” Leader of the Opposition Bhupinder Singh told reporters after the forenoon session of the House was adjourned.  Alleging that the Speaker did not give equal opportunities to the opposition Congress and BJP members, Mr. Singh said there was a total constitutional breakdown in running the House.<br />
 “There is total collapse of constitutional set-up as far as running of the Assembly is concerned. We lodge complaint with the Governor and the President of India regarding denial of our rightful opportunities and privileges in the Assembly,” Mr. Singh observed.</p>

Sociology: The workshop represented culmination of the week-long lecture series sponsored by the UGC under its Visiting Fellowship<br />
Programme. The department of sociology is the first in the University to initiate such a programme. The session commenced with a welcome address by Dr. S.P. Ray, faculty and greetings from Prof. D.R.Sahu, head, the office bearers and members of the Orissa Sociological Society (OSS) and teachers from various colleges across the state also participated in the proceedings. Prof. Rita Ray, President, OSS released the first monograph of the working paper series of the Department titled Creative Sociological Journey. department of sociology. The workshop was chaired by Prof. N. Barik, head, political science. It was attended by the vice chancellor, registrar, chairman, Council of Deans, Dean Students’ Welfare and faculty members from other Departments of the University. New Horizons of Theory and Practice and the Labor and Love of Learning: An Initiative in Mutual Explorations and Dialogues.” Professor Ananta Kumar Giri, Madras Institute of Development Studies, Chennai who is currently a visiting faculty in the department of sociology, Ravenshaw University, delivered the key note address which revolved around the themes of<br />
transformative knowledge and with and beyond plurality of standpoints.<br />
The initiation of the working paper programme is a maiden attempt of the department after the inception of the University. Dr.B.K.Mishra, Faculty, Deptt. Of Sociology offered the vote of thanks.</p>

Welfare Minister Prasanna Acharya in the Assembly. To ensure to provide quality medical facility to the poor patients the minister announced that a kidney transplantation unit will be opened at the SCB Medical, Cuttack and the cost for kidney transplantation at the unit will be Rs. 50,000. Similarly, kidney stone extraction will cost Rs.<br />
6,000 and kidney dialysis will cost Rs. 500. “While a patient spends Rs 5 lakh at private hospitals it will only cost Rs 50,000 in SCB medical college and Hospital,” informed the minister adding that the unit will be opened by the end of the year. The minister also announced that the State Government is contemplating to increase 100 seats each in the three medical colleges and hospitals of the State.<br />
Replying to a question from Ramesh Chandra Chau Patnaik (BJD), the Minister said a master plan is being prepared for the required<br />
infrastructure and improve treatment and teaching in the colleges. The Minister said 43 MBBS seats have been added to the existing strength in each of the three colleges. He said required non-clinical and clinical posts have been created as per the guidelines of the Medical Council of India to improve the health services infrastructure. Eight posts of professors, 20 associate professors, 60 assistant professors and 110 posts of senior residents have been created, the minister informed.</p>

			<content:encoded><![CDATA[<p>Bhubaneswar: While the monsoon session of the state legislative Assembly is all set to get prepared to commence next week, speculation is now rife about the next Deputy Speaker election, which will be held on August 17, the very first day of session.<br />
It is stated here that, the post has fallen vacant after Lalbihari Himirika was sworn in as a Cabinet minister in the May, 2011 reshuffle.<br />
Having the three-fourths majority in the House of 147, it will be not difficult for the ruling party to get the post, says, political experts adding that it remains to be seen whether the Opposition parties will field any candidate.<br />
But the main opposition force Congress is yet to name anybody to contest for the post of the Deputy speaker, sources said. But so far as the present political equation is concerned, the BJP may not support the Congress.<br />
According to the sources, the party leaderships may prefer, Sarojini Hembrum, the first- timer, from Bangiriposhi constituency for this crucial post.. “Though she is a new face in the party but she is deeply appreciated not only in her constituency but in the party too,” observed experts also adding that her organizational capacity, sense of involvement in the party affairs draws everybody’s attention.<br />
On the other hand, another tribal leader Sananda Marandi, a second time MLA from Kuliana constituency of the same district also is in the race. But sources said that he is discarded by a handful of party members. “As he worked with BJP earlier and also won from the BJP ticket and joined BJD later so that many senior members do not prefer him for this constitutional post,” observed experts.<br />
Political experts observed that the party leadership may prefer Sarojini Hembrum for the post than the second time MLA Sananda Marandi for her sincere and dedicated involvement in the organizational matter. But it is quite obvious that the post may assign to a tribal leader.<br />
Sources also maintained that, Dr. Sipra Mallick, V Sugyna Kumari Deo and Pramilla Malick are also aspiring for the post. “The party leadership may also prefer a woman for the post to maintain balance to their so called women reservation,” experts stated.</p>

Srikant Jena on Sunday said the Orissa government should immediately<br />
order CBI probe into the multi-crore mining scam in the state to probe<br />
its “honesty.”</p>
<p>The minister also pleaded for cancellation of the controversial Orissa<br />
Mining Corporation (OMC)-Vedanta contract for supply of bauxite from<br />
eco-sensitive Niyamgiri hills and resolution of raw material issues<br />
for the Posco project.</p>
<p>“I have a written a letter to the Orissa chief minister Naveen Patnaik<br />
to take due cognizance of the large-scale illegal mining, which not<br />
only impacts the ecology but also leads to colossal loss of state<br />
revenue through a series of tax evasions in the whole value chain of<br />
the mined mineral. I have suggested him to recommend for CBI inquiry<br />
to bring the culprits to book,” Mr Jena told this newspaper.</p>
<p>“Further, till the state control on major minerals is put in place,<br />
revenue of the state can be enhanced by levying of cess over and above<br />
the royalty on all major mined minerals in the state,” Mr Jena said in<br />
the letter.</p>
<p>“The trend needs to be reversed. The long term supply contracts like<br />
the one between the OMC and the Vedanta for bauxite supplies need to<br />
be reviewed and cancelled forthwith in larger interest of the state.<br />
The raw material supplies should be made available to industry only at<br />
market linked price. In the long run, steps are required to be taken<br />
for state control of mining resources, which will not only rectify<br />
above anomaly but will also prevent and protect environment by way of<br />
proper mining and planned industrialization,” Mr Jena contended.</p>
<p>Citing the recent rejection of Vedanta Aluminium Limited’s Lanjigarh<br />
refinery expansion plan by the Orissa High Court for lack of proper<br />
environment clearance, the minister said judgment established the need<br />
for eco-friendly sustainable development.<br />
In the letter sent to the chief minister on Friday, the minister said<br />
the current level of royalty results in approximately 5 per cent of<br />
annual mineral wealth coming to state in the form of royalty while the<br />
rest 95 per cent is enjoyed by the lessee – be a trader, an<br />
industrialist or a company. The annual royalty receipts in Orissa are<br />
meager as compared to the enormous mining industry in Orissa.</p>
<p>In an earlier letter to the chief minister, the Union minister had<br />
advocated for state control of minerals for optimal utilisation of the<br />
resources.</p>

Aluminium Company Limited (Nalco) has received the Stage-II (final)<br />
forest clearance for diversion of 110.3 hectares of forest land in the<br />
first renewal of mining lease for another 20 years in Panchpatmali<br />
South Block in Orissa’s Koraput district, for bauxite mining<br />
operations, a Nalco official said here on Monday.<br />

The original lease period had expired after 30 years of mining.</p>
<p>Keeping in view the current expansion projects being implemented by<br />
the company at its different units, this approval – which was obtained<br />
on July 20, 2011, &#8211; will help the company enhance its production<br />
capacity at the desired pace, the official added.</p>
<p>The Orissa government had earlier sought approval of the Union<br />
government for the diversion of 110.3 hectares of forest land in the<br />
first renewal of mining lease in Panchpatmali South Block for bauxite<br />
mining, in accordance with the Forest Conservation Act, 1980.<br />
“On the basis of the state government’s compliance report, the Centre<br />
has granted approval for diversion of 110.3 hectares of forest land in<br />
Panchpatmali. As per the approval, the period of diversion of the said<br />
forest land shall be for a duration co-terminus with the period of<br />
mining lease proposed to be granted under the Mines and Minerals<br />
(Development &amp; Regulating) Act, 1957, or Rules framed there under,<br />
subject to a maximum period of 20 years,” the official informed.<br />
After consideration of the proposal by the Forest Advisory Committee<br />
(FAC) constituted by the Central government, Stage-I (in-principle)<br />
approval for the diversion was granted by the Union ministry of<br />
environment and forests (MoEF). The Government of Orissa furnished<br />
compliance report in respect of the conditions stipulated in the<br />
in-principle approval and requested the Central Government to grant<br />
final approval.</p>
<p>The company has to fulfill certain conditions laid down by the<br />
Ministry. The company has also to take up certain measures along with<br />
the State Government for afforestation on degraded forest land and<br />
preparing plan to wean away the practitioners of the ecologically<br />
destructive jhum cultivation in vicinity of the forest land being<br />
diverted and providing funds for its implementation.</p>
<p>The Centre, while granting the approval, has also directed the State<br />
Government to ensure the proper utilization of the company’s CSR fund<br />
for peripheral development activities.</p>
