Aluminium Company Limited (Nalco) has received the Stage-II (final)<br />
forest clearance for diversion of 110.3 hectares of forest land in the<br />
first renewal of mining lease for another 20 years in Panchpatmali<br />
South Block in Orissa’s Koraput district, for bauxite mining<br />
operations, a Nalco official said here on Monday.<br />

The original lease period had expired after 30 years of mining.</p>
<p>Keeping in view the current expansion projects being implemented by<br />
the company at its different units, this approval – which was obtained<br />
on July 20, 2011, &#8211; will help the company enhance its production<br />
capacity at the desired pace, the official added.</p>
<p>The Orissa government had earlier sought approval of the Union<br />
government for the diversion of 110.3 hectares of forest land in the<br />
first renewal of mining lease in Panchpatmali South Block for bauxite<br />
mining, in accordance with the Forest Conservation Act, 1980.<br />
“On the basis of the state government’s compliance report, the Centre<br />
has granted approval for diversion of 110.3 hectares of forest land in<br />
Panchpatmali. As per the approval, the period of diversion of the said<br />
forest land shall be for a duration co-terminus with the period of<br />
mining lease proposed to be granted under the Mines and Minerals<br />
(Development &amp; Regulating) Act, 1957, or Rules framed there under,<br />
subject to a maximum period of 20 years,” the official informed.<br />
After consideration of the proposal by the Forest Advisory Committee<br />
(FAC) constituted by the Central government, Stage-I (in-principle)<br />
approval for the diversion was granted by the Union ministry of<br />
environment and forests (MoEF). The Government of Orissa furnished<br />
compliance report in respect of the conditions stipulated in the<br />
in-principle approval and requested the Central Government to grant<br />
final approval.</p>
<p>The company has to fulfill certain conditions laid down by the<br />
Ministry. The company has also to take up certain measures along with<br />
the State Government for afforestation on degraded forest land and<br />
preparing plan to wean away the practitioners of the ecologically<br />
destructive jhum cultivation in vicinity of the forest land being<br />
diverted and providing funds for its implementation.</p>
<p>The Centre, while granting the approval, has also directed the State<br />
Government to ensure the proper utilization of the company’s CSR fund<br />
for peripheral development activities.</p>

<p>The single window clearance committee meeting held at secretariat under the chairmanship of Bijay kumar Pattanaik. The committee has sanctioned four ascertainments.Gupta power impha structure lmt. is going to establish a high tension cable industries at khordha, as informed by T. Ramachandra.It requires about 40 acres of land , Rs. 192cr. investment and 400 workers.Chhadelwada odisha pelets pvt. lmt. is going to establish a plant at kalinganagar.About 6mn. tons of peletisation will be produced in two phasesand 2.4mn. ton in the first phase.It involves Rs. 683.30 cr. and 250 acres of land and 500 workers.The other one is cement grinding unit, will be established in Jajpur.Here Rs. 63.50 cr. will be invested in 25 acres of land, which will require 60 workers.The production capacity will be 1.5 mn. ton.The companies will arrange their raw materials in their own way.Nabadurga Industries lmt. is also establishing a cement clunker manufacturing unit in Balangir and cement grinding unit in cuttack at an estimated cost of Rs. 277 cr.It will require 160 acres of land and 400 workers will be appointed .</p>

			<content:encoded><![CDATA[<p>Bhubaneswar, March 16: Country’s leading infrastructure developer ARSS  Infrastructure Projects Private Limited singed a concession agreement  with the Orissa State Road Transport Corporation (OSRTC) for developing a  modern terminal in the capital city.  The agreement was signed between  OSRTC general manager Sudarshan Das and ARSSIPPL vice president Malaya  Ranjan Patnaik.  As per the agreement, the ARSSIPPL has been given a  concession period of 15 years plus two years spent on  construction. “Considered to be the gateway of Orissa, the modernization  of the Baramunda bus stand would greatly add to the state government’s  effort to improve our infrastructure facilities,” state transport  minister Sanjeev Sahoo, who was present during the MoU signing ceremony,  said.  The proposed modernization include facilities like  air-conditioned waiting hall, retiring rooms for transporters,  e-ticketing system, kiosks, food courts, cloak rooms, complete  landscaping all around the facilities. It will have commercial  facilities such as malls, multiplex, corporate offices, budget hotels,  incidental residential complexes. The lease period for commercial  facilities has been pegged at 90 years. As per the agreement, the  ARSSIPPL will invest Rs 102 crore in the proposed modernisation of the  terminal. ARSSIPPL has already deposited Rs 56 crore up front licence  fee with the OSRTC and would pay 5 per cent of the upfront fee with 15  per cent hike on every third year.The bus terminal with all modern  facilities over the 14.43-acre will be completed with two years. The  commercial facilities in the terminal will be completed in five  years. Three of the Bhubaneswar legislators – Bhagirathi Badajena, Bijoy  Mohanty and Ashok Panda – were present during the MoU signing ceremony.  Besides, transport commissioner Arun Samantaray, chairman and managing  director of Industrial Infrastructure Corporation of Orissa Priyabrata  Patnaik and ARSSIPPL chairman Subash Agarwal were among others who  attended the function.</p>

<p>Taking a dig at the state government, BJP leader Bijay Mohapatra alleged that the former was bent upon favoring the varsity project<br />
despite the High Court’s verdict against the land acquisition for the project. But it was surprising that the state government sold<br />
thousands of acres of temple land at a nominal price for the Vedanta University project.</p>
<p>To protest this, a Jail Bharo agitation would be launched on December 3, followed by gathering of the Assembly on December 7, he announced.</p>
<p>This apart, a statewide campaign would be launched to enlighten the people about the so-called transparency of the state government on<br />
this university issue, he said.</p>
<p>Noted lawyer Jayant Das and journalist Rabi Das explained the High Court’s judgment in simple local dialect to make people understand<br />
the outcome of their struggle. Expressing utter surprise as to how the chief minister could mislead the Assembly over the project, BJP<br />
Legislature Party leader K V Singhdeo, while quoting the Temple Act, said that its clause 16-ii says the property of Sri Jagannath could<br />
not be sold or mortgaged in any circumstancesChief adviser of the Vedanta Vishwavidyalay Sangram Samiti and former Puri MLA Umaballav<br />
Rath, who presided over the meeting, dedicated the forum’s victory to Sri Jagannath.</p>
<p>The entire struggle was on the basis of non-violence and it had yielded the desired result, he added.</p>
<p>Former Union ministers Brajakishore Tripathy, Chandrashekher Sahu (Congress), Dharmendra Pradhan (BJP), Balgopal Mishra, convener of<br />
Gandhamadan Suraksha Samiti Pradip Purohit, Sarat Mishra, Puri Zilla Parishad president Sankershan Parida, Gourhari Pradhan and Debi Prasad<br />
Prusty flayed the state government and demanded his resignation.</p>
<p>Vedanta Vishwavidyalay Sangram Samiti president Benudhra Pradhan expressed his gratitude to all for their active support to the cause<br />
of the farmers who were on the verge of losing their land and property.</p>
<p>Activist Vishnu Mishra conducted the proceedings. Earlier, hundreds of activists came in a motorcycle rally from the Lion’s Gate of the Sri Jagannath Temple to the site.</p>

A high level meeting was arranged at the Orissa secretariat under the chairmanship of chief minister Naveen Patnaik and the decision was taken. It has been decided to generate fund for the peripheral development at the mining locations. At the first phase the fund will be generated by the Orissa Mining Corporation (OMC).</p>

After POSCO and Vedanta, the warring parties have managed to find another project that they can utilize as their battle field. The Bhadrak port project has managed to open another front this time for the warring parties. Such battle has been announced on the basis of the proposed port of Chudamani. It’s the Defense Research and Development Organization DRDO has objected the proposed port site due to security reasons. However, the chief secretary Vijay Patnaik has requested the defense ministry to clear the port project from the Bhadrak coast.</p>

The scam also includes the large scale diversion of the linkage coal for the open market and subsidization of the coal for the non-existent firms. Two ministers from Naveen Patnaik ministry were involved in the scam. The PIL has been filed by two high court advocate has came up before two judges. However, the hearing of the case has been held because the state government is yet to file any response to the notice issued on this case earlier.</p>
