			<content:encoded><![CDATA[<p>The VAT(Value Added Tax) is off on LPG(Liquefied petroleum gas) and Kerosene in PDS(Public Distribution System) from the government. The CM(Chief Minister) Sri Naveen Patnaik declared this firmly. He also added that the middle class people had suffered a lot with the hike in the petroleum products by the government. So the government removed VAT on LPG and PDS kerosine. The government also did a decrement of 18% VAT in Diesel. The poor state like Odisha was unable to decrease it further. Due to this decision the government to bear a revenue loss of Rs. 40 crore. As per the information the kerosine hiked by Rs. 2 and that of LPG by Rs. 50. Due to this decision taken the LPG rate comes down straight from Rs.423.65 to Rs.407.65 and that of kerosine from Rs.14.50 to Rs.14.</p>

			<content:encoded><![CDATA[<p>Odisha becomes the first state to introduce the National Rural Livelihood Mission(NRLM) scheme to work on  illiteracy and self employment of the rural people.The hon. Chief  Minister has inaugurated  this scheme.In the priliminary phase  the scheme will be introduced in 38 blocks of 10 backward districts.The govn. has aimed to  make  the NRLM scheme useful by the end of twelfth  five year plan.The world bank is also offering a schme named <em>Tripti Yojana</em> in these areas.The visions are same for both the schemes.The Chief Minister Naveen Patnaik  said that the scheme was meant for  those people who had not yet been under any of the govn. recommended projects.He also added that about 5 lakh of Self Help Groups(SHGs) were running in the state.It included 16lakhs of women.In the second phase this scheme will be made useful in 11 districts along with 4 blocks, where WORLP and OTELP schemes have been running. Maoists  hit Gajapati , Malkangiri, Rayagada,Sambalpur and Deogarh come in those region.</p>
<p>By this scheme  the govn. will  be trying to bring about 81 lakhs poor families under  the SHGs.For this cluster level Forums and <em>Panchayat</em> level Forums will be established.The govn. promised to make the scheme free of corruption to it&#8217;s level best.It will give priority to SCs/STs families, seer poors, women headed families etc.The state govn. has planned to invest Rs. 2000 cr. in each year.75 percent of which will be given by the center and rest will be by the state govn.About Rs. 38 cr. will be sanctioned  to each block for the training of Self Help Groups(SHGs) per year.The govn. summed up a total of Rs. 10,926 cr. for National Rural Livelihood Mission(NRLM) scheme in the 12th five year plan.</p>

			<content:encoded><![CDATA[<p>Hon. supreme court has banned on saling of <em>Gutkha</em>,<em>Panmasala</em> in plastic pouches.The state environment department also ordered the collectors to obey the order srictly.Strong action will be tskrn on the wholesaler,retailer and distributer, who are involved in the banned issue.The retailers are also instructed not to sale the stocked pouches.But now distributers and retailers  are saling their stocked contents at higher rate. They are saling it at an amount thrice than the previous rate.As per the survey the amount of pouches contained by a retailer can provide upto 3 days maximum, but they are providing as much required to the customers.So from where and what means they are bringing and fulfiling the needs of the customers, inspite of the closed  <em>Gutkha</em> companies.It will take over 5 months to finish of the stocks left with the distributers in cuttack.So it&#8217;s a matter to worry for the police, how to control the above mentioned issue, but it will also require the help and support of the cuttack citizens to make the environment clean and healthy.</p>

			<content:encoded><![CDATA[<p>Great news for the state as emminent oriya poet and critic Sitakant Mohapatra has been nominated for the Padma Vibhusan award for his excellent contributions in the field of literature and education.</p>
<p>And Sri Mohapatra himself is quite satisfied to have been nominated for the award. He has stated to the TOI that he is happy that he got recognition for his work more so as Oriya have been traditionally overlooked for such awards. Earlier Guru Kelu Charan Mahapatra and Odissi dancer Sonal Mansingh, are the noted Oriyas who had received the honour.</p>
<p>Mohapatra is one of the leading voices in Indian peotry and has published over 15 poetry and five essay collections, travelogues and several translations.<br />
Mahapatra&#8217;s poetry  collection has been published in several Indian languages. His notable  works are Sabdar Akash (1971), Samudra (1977) and Anek Sharat (1981).  His first collection of poetry in Oriya, Dipti O&#8217; Dyuti was published in  1963.</p>
<p>The works of Sri Mohapatra have also been published in several Indian languauges and also many foreign languages like Chinese, Hebrew and Arabic and some European languages. Regarded as one of the  prime interpreters of the oral poetry of Indian primitive tribes, he  holds doctorate in social anthropology.</p>
<p>Sitakant Mohapatra was born in 1937 at Mahanga village in Cuttack district. He started his career as a university teacher before joining the IAS in 1961. He has also been the Chairman of the National Book Trust in New Delhi.</p>
<p>He has already recieved the Padma Bhusan award in 2003 and several other awards including the Gyanapitha award, State and Central Sahitya Academi awards, Soviet Land Nehru award, Kumaran Asan Poetry award and Visuva award.</p>

			<content:encoded><![CDATA[<p>The annual Biswa Oriya Sammilanee  has been inagurated in Bhubaneshwar today and will continue for a period of three days. Al though a modest crowd of just over 200 people had gathered for the inaugural ceremony, the people count is exepcetd to rise significantly over the weekend.</p>
<p>Puri Gajapati Divyasingh Deb attended the ceremony as the chief guest and has called upon oriyas present anywhere in the world to contribute in whatever way they can for the progress of the state. His highness also called upon everyone to take pride in the fact that they are oriyas.</p>
<p>Outlining the objective of  the event, Sammilanee convenor Shreekanta Nayak said that it was an  attempt to promote moral, spiritual, cultural and value-based education  and education that generate employment. He also stated that the prime objective of the Sammilanee is building a developed Orissa. Sri Nayak , who is president of the National Council Of Asian Indian Associations and in the US also said that the focus of the meeting was all-round development of the state through mass education.</p>
<p>Swami Dharma Prakash Nanda  Saraswati delivered the concluding remarks on the inaugural ceremony and eminent Oriya singer Arabinda Muduli mystified the limited audience by singing some of the best Oriya bhajans.</p>
<p>Apart from the various cultural events on the second day there would also be discussions  on socio-cultural and economic development of common man. Besides,  there will be sessions on how to achieve financial self-reliance as said by the Convenor Sri Nayak.</p>
<p>Governor of the state Sri M C Bhandare is scheduled to attend the event on Saturday while Chief Minister Sri Naveen Pattnaik will grace the closing ceremony of the Sammilanee on Sunday.</p>

The temperature recorded on Wednesday is as follows: Cuttack- 10.6,  Jharsuguda-7.9, Sambalpur-6.1, Balangir-6.9, Sundargarh-6.4,  Baripada-6.5, Bhawanipatna-7.6 and Koraput-7.5. The Met office also said  that the intense cold wave condition would continue for the next 48  hours. The capital city of Bhubaneswar has broken the 10-year record.  While the entire Phulbani district including the Daringibadi area has  also broken the 9-year record in this season. While the state capital  recorded a record low of 10.5 degree Celsius on Wednesday.</p>

			<content:encoded><![CDATA[<p>The Biswa Policy Advisory Council has organized a meeting. Such meeting was arranged to address the issues related to human development and the role of civil society in Orissa. Few senior members from the Biswa Policy Advisory Council have attended the meeting to discuss more on this topic. Guidelines have been mentioned about how the human development schemes can be performed across the state in order to make people’s life better. It was the Hotel Swasti, Bhubaneswar where such meeting was arranged to address the most common issues that people in Orissa use to come across.</p>
<p>Biswa Policy Advisory Council has even decided to announce one million jobs between 2015. This council has also announced to install two million toilets and two million taps in Orissa so that the people of Orissa can come across the huge respite fro such problems. State level workshop on sustainable human development and role of civil society in Orissa has also been added for the meeting in order to make the overall effect more lucrative. It was a press meeting where several announcement and agenda of the Biswa Policy Advisory Council has been revealed.</p>
<p>All these plans can really make the social life of Oriya people elegant enough. Responding to the call made by the state government, BISWA has reduced one percent cut with its interest rates. This organization will now offer microfinance for people at the interest rate of 19 percent while reducing the balance.</p>
<p>However, the early interest rate was determined for 20%. BISWA’s such announcement has been followed to the suggestions offered by the finance minister Prafulla Chandra Ghadei and the revenue minister Suryanarayan Patro. BISWA chairman Mr K.C. Mallick has said to the reporters that we have reduced the interest rate for one percent and this will offer more benefits for our 2.5 million clients within 20 different states in India. As per the present condition, BISWA has managed to acquire the top slot in offering micro finance in Orissa.</p>

The cabinet has take the decision to amend the Orissa Public Premises Act 1972 which was made for the evict land encroachers at the municipal areas. However, the act has not offered any provisions for such type of evictions in the Municipal Corporation. Areas such as Cuttack, Bhubaneswar and Berhampur were coming under this act. The cabinet has even decided that the provision will come into count for the amended act for evictions at the Municipal Corporation Areas.</p>
<p>The Amended Act will be applicable for both the land and the building areas that have been encroached and constructed illegally. In the past, forest rangers, DFO’s and the Assistant Conservator of Forest use to seize the theft jungle wood and they use to take decision on cases by implementing a fine on that goods for near about Rs 100. Cases that bear the goods more than Rs 100 use to move for the court. However, now the cabinet has enhanced its limit up to Rs 5000.</p>
