			<content:encoded><![CDATA[<p>Bhubaneswar  24 Mar: In a broad-day shoot out on Thursday, a youth contractor was  killed when he was shot from close range in Cuttack city around 25 km  from here.</p>
<p>The deceased was identified as Bijay Routray of Madhupatana area of Cuttack district.</p>
<p>According to police the  incident took place near Damodarpur canal road at around 12.00 noon.  While the victim along with one Hudia of Kirtannagar area was on his way  to the project site he was contracted, three miscreants opened fire on  him. The victim was driving the vehicle.</p>
<p>Preliminary  investigation revealed that three persons coming on a motor cycle opened  three rounds of fire targeting on the contractor.</p>
<p>He received two bullets in stomach and one on his head causing death on the spot, sources said.</p>
<p>He immediately was taken to SCB Medical College and Hospital where he was declared as received death, sources said.  We  suspect it is a case of previous rivalry. We have information that  Prasanta Kumar Das who is now in Choudar jail has link in this case,  said a senior police official adding that in past there were exchange of  words between them over tender and contract. We now interrogating Hudia  and will defiantly apprehend the culprits soon.</p>
<p>The police is now investigating in definite angel and we hopeful of solving it soon, said the official.</p>

			<content:encoded><![CDATA[<p>Days after the Peace Committe formed by the High court to resolve the on going tussle between the students and the college management suggested that the East Hostel to be given to the male students of the University, the management has filed a return petition in the court challengingthe report.</p>
<p>According to the petition filed by the Registrar and the Ravenshaw University, some of the suggestions of the Peace Committee especially the issue of the East Hostel cannot be put to use. Advocate Biswa Mohan Pattnaik has filed the petition on behalf of the University management along with Ravenshaw University Deputy Registrar Dr. Laxmikant Mishra.</p>
<p>Through the petitionthe university has stressed the fact that the problems of the female students have not been taken into accountnor has there been any discussions with their representatives. It further states that had the members of the Peace Committee visited the controversial East Hosteland taken feed back from the girl students, they may not have made their original decisions. Meanwhile the petition also mentions the fact that the Peace Committee members have never had any discussions with the students who have been living forcibly in the East hostel.</p>
<p>The petition also mentions that the University management has sent a note to the Peace Committee stating that about 26 students have forcibly occupied rooms of the east Hostel. Out of the 26 students 8 are third year students. While 6 students have been allocated rooms in the New Hostel the remaining have not secured the necessary marks to get a seat in the hostel and so are ineligible. The University management has also submitted a list of students who are living forcibly in the East Hostelin front of the court.</p>
<p>On the other hand the management has also stated that they are in favour of alloting the East Hostel to the girl students as all other girls hostels are on the east side of the college campus and hence it will be easier for them to staythere as well as it is also apt from security point of view. The Vice Chancellor had earlier granted the East Hostel to be alloted to the girl students after taking into account these matters as has been stated in the petition.</p>
<p>And so the management has claimed the decisions taken by it are not illegal as they only merely put the directions of the VC to use. In fact the management has said that the arguments put forward bythe opposing students in front of the Peace Committee are neither practical nor legal.</p>
<p>Meanwhile the high Court has fixed the coming Monday for the next hearing of the Ravenshaw University East Hostel dispute. Today the hearing was done in front of a panel cpmprising Orissa High Court Chief Justice D. Gopalgauda and Justice Biswa nath Mohapatra. Senior advocates Sharat Das and Khirod Rout argued on behalf of the students and requested the panel to postpone the day of the hearing as they had not yet got the full report of the Peace committee.</p>
<p>it may be noted here that the Peace Committeee was formed on the orders of the High Court to solve the dispute between the students and the University management. And it had submitted its report on January 20. It had suggested that the East Hostel be alloted for Boys Hostel.</p>

			<content:encoded><![CDATA[<p>In an astonishing turn of events a complaint has been lodged against Mp Bhartruhari Mahatab for allegedly beating an On duty Police Officer. It is reported tha the officer namely Sri Amitav Mohapatra has lodged a complaintat the Dargha Bazar Police Station against Sri Mahatab alleging him of beating him.</p>
<p>The incident is believed to have happened when Chief Minister Navven Pattnaik was on his visit to the Netaji Museum situated in Odia Bazar house of Netaji where he was born on the eve of Netaji Jayanti. And Mahatab was accompaning him. According to another cop who was on duty during the time, the CM was moving in opposite direction to Sri Mahatab and he reportedly got upset as he could not find his wat through the crowd.</p>
<p>Meanwhile, Sri Mohapatra who was beaten up by the MP has stated that the BJD politician assaulted him while he was engaged in security duty of chief minister. He stated that Sri Mahatab slapped and punched him without provocation. he explained that they had got instructions from the DCP that not to allow general public into the galleries during the Chief Minister&#8217;s visit as the place was getting crowded and there were security concerns and he was merely following the orders. But suddenly Sri Mahatab came from behind and started abusing him. And though he allowed the MP inside but still he slapped him and punched him.</p>
<p>Meanwhile the MP was first unavailbale for comments, but later he has come out with a statement denying the allegations of Sri Mohapatra and has stated that he has not attacked him and the police officer is putting up a false allegation against him.</p>

			<content:encoded><![CDATA[<p>All India Council of Mayors Conference will be held for the first time in the state today as Cuttack Municipal Corporation will be hosting the event in Cuttack. All initial preparations are done with by the CMC and the event will be inaugrated in Shahid Bhawan at 10 A.M. According to reports, the representatives of various state municipalities have also reached the city and the city has been decorated accordingly to welcome the dignitaries. Several welcome hoardings have been set up at key places in the state. The CMC had earlier organised a special council meeting to facilitate the Conference and going by the look of things it seems they have left no stone unturned to lay out the best reception for the guests.</p>
<p>Along with mayors of various corporations from all states, the mayors of Cuttack, Bhubaneshwar and Berhampur municipal corporations as well as all the corporators of the state are expected to be present in the Conference. It is hoped that some 30 mayors and 10 ex-mayors along with several representatives of the people as well as all the heads of the 100 municipalities and NAC&#8217;s in Orissa will meet to discuss several aspects of urban developments. Incidentally this will also be the 100th meeting of the council and several developmental issues will be taken up during the conference. Some of the key areas that are expected to be discussed during the meeting include implementation of several welfare programs and solution to some of the key problems to common man in the wards.</p>
<p>After the meeting the dignitaries are also expected to explore some of the most famous tourist destinations in the state including the Birthplace of Netaji Subash Chandra Bose in Oriya Bazar in Cuttack, the famous Barabati Fort. They will also be visisting the temple city of Bhubaneshwar as well as the Jagannath temple in Puri and the Sun temple in Konark amongst other places .</p>
<p>This is the first time the city and in fact the state is organizing the event and the officials are doing everything to make it a success. Earlier it was beilieved that Chief Minister Navin Pattnaik will be in the city to inaugurate the event but his visit was cancelled at the last minute with unexplained reasons.</p>
<p>Given the fact that such an important meeting is being held in the city,  the people in the state and specially in the twin city would be hoping that they will finally see some wholesome changes in the current substandard service being provided by the municipalities.</p>

			<content:encoded><![CDATA[<p>The All Orissa High Court Bar Association has taken the decision to continue their cease work till Thursday. The lawyers are protesting against the alleged frequently transfer of the judges to and from the state. All other bar association have to join this strike. It’s the extraordinary adjourned general body meeting which was held where the High Court Bar Association General Secretary Lalatendu Samantray has mentioned that the transfer of Judges are now becoming frequent enough. The delegation is also likely to meet three other judges from Supreme Court and they are justice A.K.Ganguly, Justice B.S.Chauhan and justice A.K.Patnaik.</p>
<p>The cease work by lawyers is likely to continue till the 9<sup>th</sup> of September and the general body will again meet on September 13<sup>th</sup> in order to take the decision about the next activity on the basis of the outcome of the meeting between the dignitaries and the delegation. At the mean time the copy of the resolution has been submitted for press where the name of the transferred judges has not been mentioned.</p>

The activists have even supported the causes of the Mahanadi Banchao Andolan in order to protest the Posco’s using of the Mahanadi water for its proposed steel plant in Paradeep through the Taladanda canal.</p>
<p>Former MP Archana Nayak from Kendrapda have joined the activist group and she mentioned that the water flow for the Mahanadi Barrage has moved down and adequate amount of water is not left for the branch of the river and for its distributor channels such as the Puri main canal, Pattamundai canal, and Taladanda canal.</p>

Benudhar Bhoi from Sambalpur was traveling today in Puri Howrah passenger when he was encountered by Train ticket collector.He is working in orchestra for livelihood. When he denied of having ticket, the TTE push him out of the train. He got admitted in Jajpur hospital and then transferred to Cutttack hospital for treatment.But alas! the passenger lost his leg. He has to get a big punishment for this small guilt.<br />
Today this situation repeated, in a similar situation last year another small children has to lose his both limbs for not paying the ticket fee.Cuttack  DSP said that the law will take proper action in this case.</p>

is on high military alert.The naxalites had looted the ballot box in those far<br />
-flung areas.Some areas are reconducting poll due to the tampering in ballot<br />
machine.The poll will be conducted from morning 7 to afternoon 3 in Nawarangpur<br />
 districts.Both Nayagarh and Cuttack voting will continue till 5 in the evening.</p>

He was a lecturer in one of Cuttack Engineering College.At the campus , there was a huge<br />
crowd for depositing the EVM polling machine. A small disturbance occured within the crowd<br />
and in this disturbance he fell into the half open sump.<br />
It is purely the mistake of Governement as it hasn&#8217;t taken any care for the safety of the area.<br />
The district officer has said that they will go deep into the case.</p>
